§§172.101, 172.102, 175.10, 175.30, 175.33 and 175.88 (revised) PHMSA, in consultation with the Federal Aviation Administration, issued this final rule to align the U.S. Hazardous Materials Regulations with current international standards for the air transportation of hazardous materials. These amendments revise certain special provisions, packaging requirements, information to the pilot-in-command requirements, and exceptions for passengers and crewmembers. In addition to facilitating harmonization with international standards, several of the amendments in this rule are responsive to petitions for rulemaking submitted by the regulated community.

§§174.310, 179.202-12, and 179.202-13 (revised), and 179.102-10 (removed) The Pipeline and Hazardous Materials Safety Administration, in coordination with the Federal Railroad Administration, issued a final rule to remove requirements pertaining to electronically controlled pneumatic brake systems on high-hazard flammable unit trains. This final action is based on the Department of Transportation's determination that the requirements are not economically justified.

§§172.101, 173.158 and 180.407 (revised) §173.129 (removed and reserved) PHMSA issued this rulemaking in response to appeals submitted to a previously-published final rule. On June 2nd, 2016, PHMSA published a final rule that made miscellaneous amendments to the Hazardous Materials Regulations. This final rule specifically responded to appeals to extend the effective date of certain nitric acid packaging and emergency response telephone number amendments as previously adopted. This final rule also clarifies amendments associated with the trigger date of the 10-year test period for certain MC 331 cargo tanks in dedicated propane service and corrects editorial errors.

Effective date: July 18th, 2018

Voluntary compliance date: June 18th, 2018

Delayed compliance date: Unless otherwise specified, compliance with the amendments adopted in this final rule is required beginning September 17th, 2018.
