Subpart T to Part 56, Subpart U to Part 57, & Subpart V to Part 77 (added). MSHA mandated mine operators to create, apply, and when needed, update a written safety program for surface mobile equipment at surface and underground mines, excluding belt conveyors. This program, developed with contributions from miners and their representatives, aimed to pinpoint hazards and mitigate accidents, injuries, and fatalities associated with surface mobile equipment. The final rule granted operators the flexibility to tailor their safety programs to fit their unique mining conditions and practices.
