Carrier Safety Measurement System (CSMS) BASICs Tables

Version 3.10 — Revised June 2019

The tables in this Addendum contain all violations used in the Carrier Safety Measurement System (CSMS), along with the corresponding Federal Motor Carrier Safety Regulation (FMCSR) or Hazardous Material Regulation (HMR) section with the corresponding violation weight point value.

Each table represents a unique Behavior Analysis and Safety Improvement Category (BASIC). Each violation is assigned a severity weight that reflects its relevance to crash risk.

Definitions of Terms

 
BASICs Behavior Analysis and Safety Improvement Categories.
 
Compliance, Safety, Accountability (CSA) is the safety compliance and enforcement program of the Federal Motor Carrier Safety Administration (FMCSA) that holds motor carriers and drivers accountable for their role in safety.
 
CSMS Carrier Safety Management System
 
Company Safety Profile (CSP) is a fee-based service ($20.00) that offers more safety-related information about an individual company's operation, including selected items from inspection and crash reports, and results of any reviews or enforcement actions involving the requested company.

Company Snapshot a concise electronic record of a company's identification, size, commodity information, and safety record, including the safety rating (if any), a roadside out-of-service inspection summary, and crash information. The Company Snapshot is available via an ad-hoc query (one carrier at a time) free of charge.

Crash risk is the risk of crashes occurring and the consequences of the crash after it occurs.
 
SAFER Safety and Fitness Electronic Records (SAFER) System.

The SAFER system offers company safety data (CSD) and related services to industry and the public over the Internet. Users can search FMCSA databases, register for a USDOT number, pay fines online, order company safety profiles, challenge FMCSA data using the DataQs system, access the Hazardous Material Route registry, obtain National Crash and Out of Service rates for Hazmat Permit Registration, get printable registration forms and find information about other FMCSA Information Systems.

Interpretation of the Severity Weights

The violation severity weights have been converted into a scale from 1 to 10, where 1 represents the lowest crash risk and 10 represents the highest crash risk relative to the other violations in the BASIC.

Because the weights reflect the relative importance of each violation only within each particular BASIC, they cannot be compared meaningfully across the various BASICs. Therefore, a 5 in one BASIC is not equivalent to a 5 in another BASIC, but the 5 does represent the approximate midpoint between a crash risk of 1 and 10 within the same BASIC.

The "Violation Group" column in each table identifies the group to which each violation has been assigned.

Can a regulation have more than one violation weighted score attributed to it?

Yes. A regulation may have multiple violation points associated with it, and many actually do. This is because the score value depends on the BASICs category a violation is cited for. In the example below, §392.2 has six possible assessment points plus a Critical Violation:
