FAST Act Requirements for Real-Time Train Consist Information by Rail1/19/17In support of developing regulations to implement the FAST Act mandates, PHMSA specifically requests comments and information on baseline changes, affected entities, and costs and benefits related to fusion centers collecting train consist information from railroads and disseminating this information in the event of an emergency.
The FAST Act directs the Secretary of Transportation to require Class I railroads that transport hazardous materials to generate accurate, real-time, and electronic train consist information.
The FAST Act also includes provisions for the railroads to provide fusion centers with electronic train consist information to share with State and local first responders, emergency response officials, and law enforcement personnel during an accident, incident, or emergency.
Proposed changes effect Sections in 49 CFR Part 174.
The comment period has expired as of April 19, 2017.
Volatility of Unrefined Petroleum Products and Class 3 Materials1/18/2017PHMSA is considering revising the Hazardous Materials Regulations (HMR) to establish vapor pressure limits for unrefined petroleum-based products and potentially all Class 3 flammable liquid hazardous materials that would apply during the transportation of the products or materials by any mode.
These proposed changes effect Sections in 49 CFR Parts 171, 172, 173, 174, 177, 178, 179, 180
PHMSA extended the comment period for an additional 60 days, from March 20, 2017 to May 19, 2017.
Notification of the Pilot-in-Command and Response to Air Related Petitions for Rulemaking (RRR)12/5/16PHMSA proposes to amend the Hazardous Materials Regulations (HMR) to align with current international standards for the air transportation of hazardous materials.
The proposals in this rule would amend certain special provisions, packaging requirements, notification of pilot-in-command (NOTOC) requirements, and exceptions for passengers and crew members.
This proposed rule effects §§172.101, 172.102, 175.10, 175.30, 175.33 and 175.88.
The comment period has expired as of February 3, 2017.
PIPES Act Requirements for Identification Numbers on Cargo Tanks Containing Petroleum Based Fuel11/21/16This ANPRM specifically addresses the PIPES Act requirement applicable to the petition for rulemaking related to the marking of identification numbers on cargo tanks.
PHMSA outlines issues raised by petitions submitted by Commercial Vehicle Safety Alliance (CVSA) and the he American Trucking Association (ATA). Both petitions are related to the marking of cargo tanks containing petroleum distillates.
This proposed rulemaking process effects regulations in 49 CFR Part 172.
